Mohammad Eslami and his delegation were attempting to travel to Vienna on a regular flight but were stopped at Istanbul Airport due to not receiving a visa to enter Vienna. This situation forced them to return to Tehran. Additionally, reports indicate that this visa was blocked due to "obstacles" created by the United States and another country in the region.

Political and Diplomatic Consequences
This entry prevention has also been indirectly linked to the revival of the "snapback" sanctions mechanism under the 2015 Iran nuclear deal. In previous years, senior Iranian officials had received visas to attend meetings of the International Atomic Energy Agency, and Mohammad Eslami was present at last year's conference of the agency.
With Eslami's absence, Iran's speech at the conference has been postponed to Tuesday.
