This program is particularly significant in the current conditions where tensions in the region are escalating.
Details of the Passive Defense Program
Major General Ali Abdollahi, Chief of the General Staff of the Armed Forces and Head of the National Passive Defense Permanent Committee, has issued this 10-article directive for the commemoration of Iran's passive defense in 2026. According to this program, in the scenario of full-scale war, public gatherings and in-person events will be halted, and the focus will be on operational readiness, continuity of essential services, resource management, and coordination among relevant entities.

Predictions for Different Scenarios
In the event of a ceasefire without a definitive end to hostilities, this directive emphasizes public readiness, vigilance against hybrid wars, and information security. The scenario of the end of war will also include the full implementation of drills, training, and public programs. The General Staff of the Armed Forces has also called for updates to operational plans based on experiences from what has been described as Iran's "second and third imposed wars."
These directives are similar to those of previous years aimed at commemorating passive defense, focusing on public readiness and the protection of critical infrastructure. However, the latest directive has been issued in a context where the war with the United States is intensifying and explicitly outlines actions for three different conflict scenarios.
The United States and Israel have launched extensive attacks against Iran since February 28, targeting government buildings, military bases, missile infrastructure, and air defense systems. Iran has responded to these attacks with missile and drone strikes against Israel and U.S. bases in the region.
Tensions in the region are rapidly escalating, and diplomatic efforts to end hostilities continue. Prior to the current conflict, Iran and Israel had also experienced a 12-day war in June 2025, which ended with a U.S.-brokered ceasefire.
