Details of the Meeting and Legal Objectives
In this meeting, attended by Randa El-Manshawi, Minister of Housing, Public Utilities, and Urban Communities, and Walid Abbas, Deputy Minister of Housing for Urban Communities, Madbouly emphasized the vital role of this sector in economic growth and referred to the coordinated efforts of the Ministry of Housing with regulatory bodies to identify stalled projects across the country. He also noted that a draft law has been prepared and consultative sessions are ongoing to send the text to the cabinet and parliament.
Establishment of the Federation of Professional Developers
Randa El-Manshawi, the Minister of Housing, stated that the ministry is gathering cases related to the non-delivery of projects, which represent a limited part of the total developments, and is working to resolve these cases fairly for developers and serious buyers. She explained that this bill establishes the Federation of Professional Developers to resolve disputes and categorizes developers based on financial and operational capabilities. This action also includes closer monitoring to protect buyers and expand private sector participation in new urban communities.
The Minister of Housing also elaborated on the philosophy of this bill and emphasized the importance of creating stability in the market and empowering qualified developers through the federation. She also referred to monitoring illegal operations until conditions are fully met.
Reviewing Challenges and Providing Solutions
In this meeting, developers presented their initial opinions and emphasized the multi-trillion investments in this sector and job creation, calling for a clear distinction between serious developers and a minority of non-serious developers based on specific financial and technical criteria. They also discussed the existing challenges in the sector and solutions to recent market barriers, stressing the necessity of objectively classifying developers.
At the end of this meeting, the Prime Minister instructed the developers to thoroughly review the draft bill and submit the consolidated feedback before the cabinet review.
