Chinese Defense Minister Emphasizes the Need for Consensus in Global Security

The Chinese Defense Minister emphasized the necessity of cooperation in global security, artificial intelligence, and outer space at the Xiangshan Forum in Beijing.

The Chinese Defense Minister, Dong Jun, on Wednesday at the 12th Xiangshan Forum in Beijing, emphasized the need for "consensus" and "pragmatic" governance in global security and called for cooperation in the fields of artificial intelligence and outer space.

Emphasis on Global Security Governance

Dong stated at this forum, which is held to mark its 20th anniversary, that "action is key for global security governance, and results are the ultimate criteria." He also referred to the rapid changes in the world, saying, "Today, the world is undergoing changes that are unprecedented in the last century, and international security is in a fragile state."

Need for International Cooperation

The Chinese Defense Minister stressed the necessity of joint efforts to create consensus through a new security outlook, stating that stability must be maintained through multilateralism. This forum is held under the theme of "Building Consensus on Stability, Advancing Security Governance Together" and approximately 2,000 official representatives, researchers, experts, and observers from nearly 100 countries and international organizations are participating.

Dong also urged the international community to firmly oppose actions that lead to the formation of exclusive blocs and escalate tensions. He emphasized cooperation in the fields of artificial intelligence, outer space, and deep seas so that emerging technologies can "benefit all of humanity better."

He warned against a "zero-sum mentality," highlighting the need to guard against "hegemony" and "militarism," and stressed that multilateralism must be preserved in a "chaotic" world. Dong added that this is "essential" for maintaining global strategic stability.

The Chinese Defense Minister also reminded major powers to take on their responsibilities, stating that the "key" to security governance lies in reducing developmental gaps and that "development is the greatest guarantee of security" for countries in the Global South.

He concluded by saying, "Nothing in the world is difficult, as long as we are willing to make an effort" and announced that the Chinese military is ready to "share its experiences in military construction and management and assist to the best of its ability."
