The discussions between Ammar Hakim, the Prime Minister of Iraq, and Emmanuel Macron, the President of France, were recently held to develop bilateral cooperation between Paris and Baghdad. According to the Élysée Palace, these negotiations include topics beyond economic relations and address the development of transportation networks, water resource management, and health. Additionally, the expansion of military and security cooperation is also among the key topics of these meetings.
Counterterrorism and National Security
The fight against terrorism and preventing the resurgence of ISIS are among the main focuses of these meetings. Paris and Baghdad have emphasized that security coordination will be pursued with full respect for Iraq's national sovereignty. These collaborations aim to strengthen Iraq's internal and regional security and combat terrorist threats.

Economic Development and Infrastructure
According to regional media reports, energy and trade are also key points of these negotiations. Discussions regarding oil exports and the implications of instability in the Middle East on global energy supply and trade were other negotiation topics. Ammar Moussa, the Mayor of Baghdad, who is accompanying the Iraqi delegation on this trip, told the official news agency of his country that this meeting paves the way for cooperation with major French companies in water, sewage, transportation, and road network projects.
The Iraqi government sees these collaborations as a golden opportunity to enhance public services and attract international expertise and investment. This meeting broadly represents the efforts of both governments to expand relations beyond traditional diplomatic and security areas and enter sectors directly related to the development of Iraq's infrastructure and economy.
It is expected that Ammar Hakim will travel to Germany after his visit to France. He will meet and discuss with Chancellor Friedrich Merz today (Tuesday).
